It is not so simple to answer, but let me try to explain.<br />Microsoft Licensing write the following:<br />A CAL, either user or device, is necessary if a resource is authenticating e.g. via Active Directory. This means in your case, if your application acts on behalf of a user or device which doesn't have a CAL assigned you will need to apply a new CAL.
